Kagami wins and Momoi sighs, taking off her headset.

“I’m sorry, Tetsu-kun,” she says and her sympathy is well-intended but it burns across Kuroko’s shoulders and makes him hunch closer to the screen.

“The Career Training Center should be the ones to tell them,” Kuroko says quietly. It’s his first year being a Mentor and he hadn’t expected to win, not when Kagami’s victory came a mere year after his. The Gamemakers didn’t like back-to-back victories from the same District. It made the Districts feel dispirited about their chances of winning (as if it was ever fair to send trained killers against sickly children from the mines).

“Nobody would ever fight to win then,” Momoi says and the truth makes Kuroko flinch. Her hand rests on his shoulderblade, gentle and soft. “Has President Snow decided who his first client will be?”

“No.” Kuroko hesitates and then admits, “I was going to ask Aomine-kun if he could talk to Kise-kun about bidding on Kagami-kun. Since Kise-kun is his regular and Kagami-kun is also from One and has a similar build, maybe Kise-kun would be interested in him.”

Kise was relatively easy to work with, as far as spoiled Capitol brats went. He didn’t want anything sadistic, just to wrestle and roll around mock-fighting as if he could actually beat a Victor in combat. Aomine and Kuroko had both had Kise as a client and both their experiences had been near-identical: ‘fight’ Kise, lose to Kise, get fucked by Kise, tell Kise how handsome he is and what a good job he did.

It might hurt Aomine’s pride but that was the only damage Kise ever did. He was the best option for Kagami’s first client.

“I’ll ask Aomine-kun for you,” Momoi said briskly. “You focus on your new Victor.”

Victor. The very word made Kuroko shudder with pity for the blood-drenched teenager. With his kills, he’d bought himself a ticket to a waking Hell.

“No,” Kagami says disbelievingly, looming over Kuroko. “I won’t do it. Nobody ever said this was what happened if I win! I’m supposed to go home--”

“To Himuro and Alex, who will die if you don’t do this,” Kuroko finishes in his soft, inexorably truthful voice. His words are heavy and he folds his hands in front of himself. Should Kagami strike him, he won’t try to defend himself.

“Aomine-kun refused at first. His family died for it. Momoi is all he has left now.” He waits a second, knowing that Kagami will remember the tale of the Victor whose family perished in an accidental house fire only a month after his win. It had spread all through One as an example of how unkind fate could be, to spare the child but take the parents.

Kagami pales and Kuroko knows he has understood.

“But it’s not fair,” Kagami says, sounding like the child he should have been had the Training Center not robbed him of his childhood and future both.

“The Hunger Games are never fair,” Kuroko says and his voice holds all the sympathy his words lack.
